Requires the State Department of Health Care Services to produce a public report on telehealth in Medi-Cal by October 1, 2025

Report must analyze telehealth access and utilization, effects on timeliness and quality of care, and effects on clinical outcomes at individual and population levels

Report must examine impact on preventive care HEDIS quality measures reported by Medi-Cal managed care plans

Analyses shall be stratified by geographic, demographic, and social determinants of health categories to identify disparities, using data sources like the Healthy Places Index when available

Department may issue policy recommendations in collaboration with the California Health and Human Services Agency based on report findings
