Increases authorized staff training days from 2 to 6 days per contract period for agencies providing California state preschool programs using state reimbursement funding.

Requires contractors with at least 25% dual language learner enrollment that schedule a minimum of 3 training days to dedicate at least 1 day to staff development specific to supporting dual language learners, including training on dual language acquisition, biliteracy development, and culturally appropriate assessment.

Allows staff training days scheduled during regular operating hours to count toward the minimum number of required operation days per year for part-day and full-day preschool programs.

Requires contractors scheduling training during regular hours to notify parents or guardians at least 30 calendar days before any program closure due to staff training.

Directs the Superintendent to adopt formal regulations and issue informal directives and bulletins by August 1, 2025, to implement these provisions.
