Creates the Chavez Ravine Displaced Residents Task Force within state government to evaluate the history of residents, business owners, and landowners displaced from Chavez Ravine between 1950 and 1961 and develop recommendations for just compensation.

Task force shall consist of 9 members including city and county representatives, state legislators, 3 descendants of displaced persons, an academic expert on Chavez Ravine history, and a social justice organization representative.

Requires task force to compile a complete historical accounting of displaced persons and property acquired through eminent domain, and to recommend a publicly accessible searchable database containing information about former residents, property transactions, and government involvement.

Mandates the City of Los Angeles construct a permanent memorial by December 31, 2028, recognizing displaced residents and landowners and educating future generations about the displacement and historical discriminatory policies.

Task force must submit comprehensive report by January 1, 2028 (extendable to June 1, 2028) with recommendations for compensation methods, eligibility determination, and public education strategies regarding the Chavez Ravine displacement.
