Clarifies that the power unit of a near-zero-emission or zero-emission vehicle may exceed allowable gross weight limits by up to a maximum of 2,000 pounds.

Specifies that the 2,000-pound allowance applies to a single power unit or can be distributed across multiple power units, but cannot exceed 2,000 pounds total per vehicle or vehicle combination.

Sets the maximum gross vehicle weight for near-zero-emission or zero-emission vehicles at 82,000 pounds.

Ensures these weight allowances do not exempt such vehicles from other weight limit requirements in state law or from tire weight limits imposed by the California Highway Patrol.

Applies only to vehicles meeting the definitions of "near-zero-emission vehicle" or "zero-emission vehicle" under Health and Safety Code Section 44258, and only to the extent authorized by federal law.
