Expands best value construction contracting program to any county in California (previously limited to 10 specific counties) for construction projects exceeding $1,000,000.

Extends program operation until January 1, 2030 (previously set to expire January 1, 2025).

Allows counties to award individual annual contracts up to $3,000,000 (adjusted annually for inflation) for repair, remodeling, or repetitive work using best value criteria based on price and contractor qualifications.

Requires participating counties to submit reports to legislative committees by March 1, 2029 detailing awarded projects, contractors, bids, protests, prequalification processes, evaluation criteria, and project performance assessments.

Specifies that no state reimbursement is required because any local costs result from changes to the crime of perjury (expanding the oath verification requirement for bidders).
