Establishes the Office of Tribal Affairs within the State Department of Public Health to address public health disparities in tribal communities

Creates the position of Tribal Health Liaison, appointed by and serving at the pleasure of the State Public Health Officer, to lead the office

Requires the Tribal Health Liaison to oversee tribal health equity meetings and advisory groups, and regularly consult with California tribal representatives on regulations and policies affecting tribes

Mandates the office to engage with tribes, communicate their needs and solutions to state agencies, ensure culturally competent support, and establish a tribal advisory board for ongoing feedback

Requires the State Public Health Officer to regularly consult with and consider input from the Tribal Health Liaison on public health matters
