Creates a Food Insecurity Officer position within the State Department of Social Services, appointed by and serving at the pleasure of the Governor, reporting to the Secretary of California Health and Human Services Agency.

Authorizes the Food Insecurity Officer to coordinate and address food insecurity across state government and engage with specified state entities including the Department of Food and Agriculture, Department of Public Health, Department of Aging, Department of Corrections and Rehabilitation, and State Department of Education.

Requires the Food Insecurity Officer to advance benefit adequacy and enrollment in CalFresh and California Food Assistance Program (CFAP), with focus on seniors, families with children, incarcerated/formerly incarcerated individuals, and postsecondary students.

Mandates the Food Insecurity Officer to improve health outcomes through nutrition integration, expand food access, and collaborate with departments to seek applicable federal waivers.

Requires annual reports to the Legislature beginning January 1, 2026, including statewide and targeted food insecurity rates, CalFresh and CFAP enrollment data, and budgetary and policy recommendations.
