Amends Penal Code Section 13899 to require the California Highway Patrol to coordinate with the Department of Justice in convening a regional property crimes task force to assist local law enforcement and railroad police in counties with elevated property crime levels.

Expands the task force's focus to include cargo theft alongside existing categories of organized retail theft, vehicle burglary, and theft of vehicle parts and accessories.

Authorizes the task force to provide logistical support and law enforcement resources including personnel and equipment to identified regions, as determined by the California Highway Patrol Commissioner.

Takes effect immediately as an urgency statute to address increases in community-based crime and retail theft.
