Division of Occupational Safety and Health must submit a draft rulemaking proposal by December 1, 2027 to revise regulations requiring naloxone hydrochloride or other FDA-approved opioid antagonists be included in workplace first aid materials, along with usage instructions.

Division must provide guidance to employers on proper storage of opioid antagonists in accordance with manufacturer's instructions when drafting the proposal.

Occupational Safety and Health Standards Board must consider adopting the revised standards by December 1, 2028.

Individuals administering naloxone or other FDA-approved opioid antagonists in suspected overdose emergencies are protected from civil liability under existing Health and Safety Code provisions if conditions are met.

Local emergency medical services agency personnel are not held responsible for administering nasal naloxone regardless of certification status, unless they were acting as paid first responders at the time.
