Prohibits health care service plan contracts and health insurance policies issued, amended, or renewed on or after January 1, 2025, from requiring enrollees or insureds previously diagnosed with pervasive developmental disorder or autism to be reevaluated or receive a new behavioral diagnosis to maintain coverage for behavioral health treatment.

Allows treating providers to reevaluate patients for purposes of determining appropriate treatment, and requires treatment plans to be made available to plans or insurers upon request.

Applies to both health care service plans under the Knox-Keene Health Care Service Plan Act of 1975 and health insurance policies regulated by the Department of Insurance.

Excludes specialized health care service plans that do not deliver mental health or behavioral health services and Medi-Cal program plans from the requirements.

Declares that no state reimbursement is required because the bill creates a new crime related to willful violations of the health care service plan requirements.
