CA AB1978

Authorizes peace officers to remove and seize vehicles used to obstruct or place barricades on highways or in parking facilities for the purpose of facilitating motor vehicle speed contests without taking the person into custody.

Adds Section 23109.3 to allow peace officers to arrest persons for violations related to speed contest obstructions and vehicle removal without requiring the person to be taken into custody.

Amends Section 22651 to permit vehicle removal without custody when the alleged offense involves obstructing highways or parking facilities to facilitate speed contests or exhibitions of speed.

Contains provisions addressing conflicts with Assembly Bill 1082, with Section 1.5 becoming operative only if both bills are enacted and AB 1978 is enacted after AB 1082.
