Extends the deadline for the California Legacy License Plate Program from January 1, 2015 to January 1, 2026 for plate designs that did not receive 7,500 paid applications by the original deadline.

Adds a fourth plate design option featuring a white background with blue lettering and California sunset, replicating license plates issued from 1982 to 1987.

Requires the Department of Motor Vehicles to refund all fees and deposits if a plate design fails to receive 7,500 paid applications by the extended January 1, 2026 deadline.

Maintains existing fee structure for specialty plates: $50 for original issuance, $40 for renewal, $15 for transfer, $35 for replacement, and $38 for retention without renewal.

Deposits revenue from plate issuance, renewal, transfer, and substitution into the California Environmental License Plate Fund after deducting administrative costs.
