Agreements must contain payment provisions allowing the state to assess cost reasonableness, mitigate advance payment risks, and recover or withhold funding for vendor nonperformance without terminating the contract.

Requires agreements to include options for fee-free services, including fee-free debit cards for statewide financial relief payment recipients.
