Adds the Veteran Health Identification Card issued by the Department of Veterans Affairs as proper identification for exempting active or honorably retired members of the United States Armed Forces, National Guard, Air National Guard, and active reserve components from firearm safety certificate requirements.

Maintains existing exemptions from firearm safety certificate requirements for peace officers, federal law enforcement, firearms dealers, concealed weapons permit holders, and other specified categories.
