Starting in the 2026-27 school year, the State Department of Education must collect and publish data on pupil transfers due to disciplinary reasons from school districts, county offices of education, and charter schools.

Data collection must include whether pupils transferred to alternative schools based on school referrals.

The Department of Education must advise local educational agencies against using transfers as a method to avoid reporting suspensions and expulsions when providing guidance on reducing disproportionate discipline.

Local educational agencies are required to provide disciplinary transfer data to the state department.

If the Commission on State Mandates determines the bill imposes state-mandated costs, reimbursement shall be made according to Government Code Part 7.
