Amends the definition of "home solicitation contract" under California Civil Code Section 1689.5 to exclude certain service contracts between existing customers and sellers.

Exempts contracts for services where the buyer has previously contracted with the seller and the contract permits cancellation at any time with pro rata refunds for unpaid services.

Maintains existing exemptions including contracts covered by federal consumer credit protection laws and excludes certain professional services (attorneys, physicians, dentists, brokers, etc.).

Applies to contracts of $25 or more made outside appropriate trade premises.
