Expands the definition of eligible animal rescue and adoption organizations from "nonprofit animal rescue or adoption organizations" to include any "nonprofit organization, animal rescue organization, or adoption organization" as defined in Section 501(c)(3) of the Internal Revenue Code.

Authorizes puppies and kittens relinquished by owners or brought by persons with authority to relinquish them to be immediately available for adoption or immediate release to nonprofit organizations if requested, rather than only allowing this for animals under 8 weeks believed to be unowned.

Applies the same holding periods, redemption opportunities, and adoption/release provisions to rabbits, guinea pigs, hamsters, potbellied pigs, birds, lizards, snakes, turtles, and tortoises as are provided for dogs and cats.

Clarifies that stray dogs and cats must be scanned for microchips and owners notified of impoundment before adoption or euthanasia.

Exempts the state from reimbursing local agencies for costs because the bill only modifies penalties related to existing crimes under the Food and Agricultural Code.
