Authorizes the California Coastal Commission to authorize blue carbon demonstration projects (restoration of coastal wetlands, seagrasses, and marine habitats) to demonstrate and quantify carbon sequestration potential for climate resilience strategies.

Allows the Coastal Commission to require applicants with nonresidential projects impacting coastal wetlands or marine habitats to build or contribute to a blue carbon demonstration project.

Authorizes the Natural Resources Agency to authorize teal carbon demonstration projects (restoration of inland wetlands) beginning January 1, 2028, to demonstrate carbon sequestration in inland ecosystems.

Requires blue carbon and teal carbon projects to be designed, monitored, and have sufficient data collected to demonstrate carbon uptake and sequestration, with results posted publicly.

Prohibits teal carbon projects or contributions to their funding from being imposed as conditions on residential project approvals; both programs require legislative appropriation to implement.
