Expands the Electronic Waste Recycling Act to include "customer-owned solar PV modules" as covered electronic devices, requiring consumers to pay a covered solar PV recycling fee upon purchase of new or refurbished modules beginning January 1, 2028.

Requires CalRecycle to establish the covered solar PV recycling fee by October 1, 2026, and annually thereafter, based on reasonable regulatory costs, with fees adjusted annually by the California Consumer Price Index.

Creates the Covered Solar PV Module Recycling Fee Subaccount as a continuously appropriated fund within the Electronic Waste Recovery and Recycling Account to collect and manage solar PV recycling fees.

Requires all non-customer-owned solar PV modules to be included in an end-of-life management plan beginning January 1, 2028, describing how the module will be recycled, refurbished, or reused and identifying a legitimate recycler or comparable program.

Directs CalRecycle to develop guidelines for solar PV module management plans, including selective auditing to ensure compliance, with authority to delay guideline development if insufficient recycling capacity exists.
