Repeals Section 82052.5 of the Government Code and revises the definition of "campaign expenditures" to mean "election-related activities" as defined in Section 82022.5, excluding preparation of campaign finance disclosure statements.

Revises print advertisement disclosure requirements to use standard Arial Regular type (instead of Arial equivalent) and prohibits any text or image in the disclosure area that is not required by law.

Expands local government agency posting requirements to include filings received by email or fax, and requires posting of late-filed statements, reports, or documents within 72 hours of receipt.

Requires local government agencies that receive a filing intended for a different agency to notify the filer of the error.

Establishes that certain mandates related to crime definitions do not require state reimbursement, but other mandated costs shall be reimbursed pursuant to existing statutory procedures.
