Department of Motor Vehicles must develop a Blue Envelope Program by January 1, 2026, in consultation with stakeholders including regional center agencies, law enforcement, and disability experts.

Blue envelope must contain traffic stop safety tips, law enforcement interaction recommendations, and blank areas for the holder to add personal notes about accommodations and emergency contact information.

Individuals protected by the Americans with Disabilities Act, those needing accommodations during law enforcement interactions, and parents or guardians of passengers with disabilities may request a blue envelope.

Blue envelope is designed to hold copies of operator license, vehicle registration, and insurance card for presentation during traffic stops.

Law enforcement agencies may develop their own blue envelopes or alternative products (lanyards, decals, wristbands, keychains) as long as they meet the minimum requirements established in the bill.
