Permits candidates whose declaration of candidacy has been filed for a primary election to withdraw their candidacy until 5 p.m. on the final day that nomination documents may be delivered or filed for that office.

Allows non-incumbent candidates to file nomination documents until 5 p.m. on the 83rd day before a primary election if an incumbent's nomination documents are withdrawn prior to 5 p.m. on the 88th day before the election.

Applies to primary elections for state Senators, Assembly Members, state constitutional officers, Insurance Commissioners, Members of the United States House of Representatives, and United States Senators.

Creates a state-mandated local program by increasing duties of local elections officials regarding candidate nomination procedures.

Requires state reimbursement to local agencies and school districts for any costs mandated by this act, as determined by the Commission on State Mandates.
