Reduces the time period for instruments affecting real property title to impart notice from one year to 90 days after being copied into the county recorder's book of record.

Provides that tangible copies of electronic records impart notice of their contents to subsequent purchasers and encumbrancers, regardless of whether the certifying person qualifies as a disinterested custodian.

Specifies that no state reimbursement is required for local program costs because counties may levy service charges or fees to cover costs related to the new recordation procedures.
