Authorizes California State University to establish programs addressing affordable housing needs for faculty and CSU employees who face challenges securing housing

Enables CSU to acquire, construct, rehabilitate, and preserve affordable rental housing restricted to faculty and employees, with majority of rents affordable to low or moderate income persons

Allows CSU campuses to permit local public employees or other members of the public to occupy the housing, while prioritizing CSU employees for occupancy

Creates state policy permitting CSU and developers receiving state/local funds or tax credits for affordable housing to restrict occupancy to faculty and employees on land owned by CSU Trustees or auxiliary organizations

Authorizes CSU campuses to leverage federal, state, and local resources, promote public-private partnerships, and pursue innovative financing for housing programs
