Establishes the Unicorn Homes Transitional Housing for Homeless LGBTQ+ Youth Program as a three-year pilot program administered by the Department of Housing and Community Development in up to 5 selected counties through local community-based organizations serving the LGBTQ+ community.

Provides transitional housing funding for LGBTQ+ youth ages 18-24 experiencing homelessness due to family rejection, with the goal of family reunification when possible, by placing eligible youth with volunteer host families who pass background checks.

Requires host family members to have no convictions for driving under the influence (within 10 years), sex offenses, domestic violence, child abuse, human trafficking, or violent felonies, and to provide crisis intervention using a trauma-informed approach.

Mandates the program comply with Housing First core components and requires community-based organizations to submit annual reports tracking youth contacts, program participants, repeat contacts, referrals, and transitions to permanent housing by December 31, 2027 and June 30, 2028.

Sunsets the program on January 1, 2029, with the Department of Housing and Community Development required to submit a final compiled report to the Legislature by December 31, 2028.
