Requires developers of generative AI systems or services released after January 1, 2022 to post documentation on their websites about training data before making the system available to Californians, with compliance deadline of January 1, 2026.

Documentation must include a high-level summary of datasets used, including sources, number of data points, types of data, copyright/patent status, whether data was purchased or licensed, and time periods of data collection.

Requires disclosure of whether datasets include personal information, aggregate consumer information, synthetic data generation, or modifications made by the developer.

Exempts AI systems whose sole purpose is security and integrity, aircraft operation in national airspace, or systems developed exclusively for federal national security, military, or defense purposes.

Applies to substantial modifications to existing AI systems, defined as updates that materially change functionality or performance, including retraining or fine-tuning.
