Commission on Peace Officer Standards and Training must develop guidelines for law enforcement interactions with human trafficking survivors by June 1, 2026

Each law enforcement agency must adopt a written policy based on these guidelines by December 1, 2026 for interacting with human trafficking survivors

Required policy elements include informing survivors of their right to an advocate, explaining advocate benefits, arranging advocates upon request, and providing referrals to support services

Law enforcement agencies must collaborate with community-based organizations to establish referral processes to county social services and culturally competent support services

State must reimburse local agencies for any costs mandated by this act pursuant to existing state mandate reimbursement procedures
