Starting January 1, 2027, mobilehome parks with 50 or more units must designate an emergency coordinator who resides in the park and has knowledge of emergency procedures for utility systems, common facilities, and park entrance/exit access.

Beginning January 1, 2027, park owners must adopt comprehensive emergency preparedness plans before permit renewal (existing parks) or permit issuance/renewal (newly constructed parks), including written compliance statements, identification of accessible entry/exit points, fire hydrant certification, and gas system inspection reports.

Park operators must provide annual notices to residents in multiple languages explaining how to access emergency plans and request written copies via the internet, with materials distributed to each household and posted in accessible common areas.

Enforcement agencies must verify plan compliance during permit renewal applications and inspections, and may refuse to issue or renew permits if violations are not corrected within 60 days; park management must make statements under penalty of perjury if formal penalties are issued.

The Department of Housing and Community Development must post the new requirements on its website by June 30, 2026.
