Expands the College Access Tax Credit Fund to support community college transfer students attending partnered nonprofit colleges and universities in California that were designated as "Black-serving" institutions and offer four-year baccalaureate degree programs primarily focused on health sciences education.

Limits "postsecondary costs" covered by the fund to undergraduate education costs only for qualifying students.

Allows awards up to $5,000 per participating student based on availability of funds and financial need, with priority given to students with greatest unmet financial need who meet Cal Grant B income and asset requirements.

Requires participating students to file a statement of intent confirming they will enroll at a partnered institution and return to or remain in California after graduation.

Authorizes the California Student Aid Commission to adopt regulations for implementation and administration of the program, with disbursements beginning in the 2024-25 award year.
