Expands the "One California" immigration legal services program to serve persons with intent to reside in California, not just current residents, and adds legal representation for removal defense as a qualifying service.

Removes the prohibition on providing grant funds to individuals convicted of violent or serious felonies, allowing services to be provided to this population.

Requires the State Department of Social Services to issue annual public reports on program implementation, clients served, services provided, underserved regions and communities, and barriers to service access.

Establishes an advisory committee by January 1, 2026, composed of diverse nonprofit organizations and individuals affected by immigration enforcement to provide recommendations on policies ensuring indigent immigrants receive vital legal services.

Protects personally identifiable information collected under the program from public disclosure except when required by court order, warrant, or subpoena.
