Ratifies a tribal-state gaming compact between California and the Big Sandy Rancheria of Western Mono Indians of California, executed on January 16, 2024.

Exempts specific actions related to the compact from California Environmental Quality Act (CEQA) requirements in deference to tribal sovereignty, including compact execution, amendments, and intergovernmental agreements.

Exempts on-reservation impacts of compact compliance, construction of infrastructure for tribal ingress and egress on fee land, and electrical substation development from CEQA project requirements.

Clarifies that exemptions apply only to specified actions and do not exempt cities, counties, state agencies, or local jurisdictions from CEQA requirements in other contexts.

Takes effect immediately as an urgency statute to support economic development and self-sufficiency of the Big Sandy Rancheria.
