Requires California Community Colleges and California State University campuses (and requests University of California campuses) to establish a Basic Needs Coordinator position and Basic Needs Center by July 1, 2025, serving as a single point of contact for students experiencing basic needs insecurity related to housing, food, mental health, and other services.

Mandates each campus develop and maintain a document listing on- and off-campus basic needs services and resources, including the USDA's SNAP Retail Locator website link, and provide this information through campus websites, student accounts, and orientations by February 1, 2025.

Requires California Community Colleges and California State University campuses to identify and apply to become authorized retailers for SNAP benefits by September 1, 2025, and accept electronic benefits transfer (EBT) cards if approved.

Establishes reporting requirements for each segment to submit annual data to their respective chancellors/president regarding basic needs services usage, student demographics, CalFresh enrollment, and implementation challenges from 2026-2030.

Designates this legislation as imposing state-mandated local programs on community college districts, with reimbursement to be made pursuant to existing state mandate procedures if the Commission on State Mandates determines costs are mandated by the state.
