Designates use of state parks by eligible entities to provide outdoor equity programs as an allowable public use, treated the same as general public use.

Defines eligible entities as qualified nonprofit public benefit corporations, federally recognized Native American tribes, California Native American tribes on the state consultation list, and certified community conservation corps.

Limits outdoor equity programs to no more than 30 participating park visitors at once and requires eligible entities to notify the department at least 15 calendar days in advance of planned activities.

Permits the department to require special event permits and applicable fees if outdoor equity programs include activities such as amplified music, food sales, or other activities typically requiring permits.

Does not prevent the department from entering into community access agreements with eligible entities for interpretive and visitor services at state parks.
