Establishes the position of California Reentry Officer, independent from the Department of Corrections and Rehabilitation, effective January 1, 2025, appointed by the Governor for a 4-year term subject to Senate confirmation.

Officer shall provide statewide leadership and coordination for reentry services to incarcerated individuals, focusing on programs from incarceration through community supervision and parole.

Officer responsibilities include developing reentry programs, facilitating smooth transitions from prison to release, seeking grants for housing and workforce training, and raising awareness about continuity of care for individuals with mental health and substance use disorders.

Officer shall work with multiple state departments including the Department of Housing and Community Development, State Department of Public Health, California Workforce Development Board, and State Department of Health Care Services.

Officer shall prepare annual reports starting December 1, 2027, summarizing reentry disparities, roadblocks, successes, and best practices for reentry programs, with compensation to be funded through federal or private grants.
