Eliminates previous conditions limiting campaign fund use for security, allowing candidates and elected officers to use funds for security system installation, monitoring, personal security, and other tangible security items for themselves, immediate family, or staff.

Increases the lifetime maximum campaign fund expenditure for security purposes from $5,000 to $10,000 per candidate or elected officer.

Requires campaign funds used for security to be reimbursed or the security items returned to the campaign fund account within one year of leaving office or ceasing to be a candidate, unless there is a continuing verified threat to physical safety.

Prohibits campaign funds from being used to purchase firearms and bars reimbursement to relatives within the third degree of consanguinity.

Requires candidates and elected officers to submit a form signed under penalty of perjury to the Fair Political Practices Commission documenting the threat or potential threat that necessitated the security expenditure, along with detailed records and receipts.
