Allows the Secretary of State to apply for membership with the Electronic Registration Information Center and execute a membership agreement on behalf of California if approved.

Requires the Secretary of State to keep any confidential information or data from other states confidential while in possession.

Permits the Secretary of State to share confidential voter registration information with the Electronic Registration Information Center, with exceptions for driver's licenses issued under Vehicle Code Section 12801.9 and citizenship information.

Requires the Secretary of State to adopt regulations to protect confidential information and consult with the California Privacy Protection Agency on regulations related to the Electronic Registration Information Center.

Mandates that the Department of Technology certify proper cybersecurity protections are in place before the Secretary of State sends data to the Electronic Registration Information Center, with recertification required if data requirements change.
