Ratifies and approves the Psychology Interjurisdictional Compact (PSYPACT), an interstate compact regulating telepsychology and temporary in-person psychology practice across state boundaries

Allows psychologists licensed in compact states to practice telepsychology and provide temporary in-person services (up to 30 days per calendar year) in other compact states where they are not licensed

Requires the Board of Psychology to appoint a commissioner to the PSYPACT Commission and adopt regulations necessary to implement the compact's requirements

Prohibits persons authorized under the compact to practice as employees or contractors of state or local government entities unless they hold a board-granted license under California law

Provisions do not become operative until the Director of Consumer Affairs certifies that a majority of the Board of Psychology has voted to join the compact
