Exempts sales and use taxes on zero-emission public transportation ferries sold to public agencies from January 1, 2025 through January 1, 2030.

Defines "zero-emission public transportation ferry" as ferryboats operated by STA-eligible operators that produce no emissions of criteria pollutants, toxic air contaminants, and greenhouse gases.

Exemption does not apply to local sales and use taxes, transactions and use taxes, or revenues deposited into the Local Revenue Fund 2011.

Requires the Legislative Analyst's Office to report on the exemption's effectiveness by May 1, 2028, measuring zero-emission ferry purchases and compliance with State Air Resources Board Commercial Harbor Craft regulations.

Exemption automatically repeals on January 1, 2030.
