Creates the Community Violence Interdiction Grant Program administered by the California Health and Human Services Agency to fund local community programs addressing violence in neighborhoods and schools.

Eligible programs include focused-deterrence collaboratives, recreation and health-based youth interventions, trauma-informed services for pupils, youth diversion programs, and school-based health centers.

Requires the agency to develop application processes and grant criteria with preference given to cities and jurisdictions disproportionately impacted by violence and the community-based organizations serving them.

Establishes the Community Violence Interdiction Grant Fund and requires the Director of Finance and Legislative Analyst's Office to calculate annual savings from state prison closures beginning July 31, 2025, with those savings transferred to the fund upon legislative appropriation.

Requires applicants for trauma intervention grants to prioritize services for pupils most impacted by trauma, including those who are low-income, homeless, have PTSD, are immigrants or refugees, have exceptional needs, or have contact with child protective or juvenile justice systems.
