Permits financial institutions to designate a third-party agent as a central location for service of legal process, with a requirement to designate at least one additional central location if doing so.

Requires each designated central location to be located in a different county from other designated central locations.

Defines "third-party agent" as a non-financial institution entity in the business of accepting legal service on behalf of financial institutions, excluding licensed attorneys or law firms.

Allows the same third-party agent to serve as multiple central locations if the agent maintains physical locations in multiple counties.

Modifies garnishee memorandum requirements to apply statewide when service is made at a central location designated by a financial institution under Section 684.115.
