Establishes the English Learner Roadmap Implementation Grant Pilot Program awarding no more than 8 grants of up to $1,500,000 and no more than 4 grants of up to $750,000 to school districts, county offices of education, and charter schools to plan and implement the California English Learner Roadmap Policy by September 1, 2025.

Requires grant recipients to develop comprehensive implementation plans, align local policies to the EL Roadmap Policy, build shared understanding among stakeholders, create coherent instructional systems, and establish progress monitoring systems focused on English learner success.

Mandates the State Board of Education develop and adopt a "California English Learner Roadmap: Parent Toolkit" by March 15, 2026, translated into parents' primary languages, containing questions parents can ask schools about the four EL Roadmap principles and guidance on promoting biliteracy.

Requires the Department of Education to develop parent request forms by March 15, 2027, allowing parents to request services related to the parent toolkit and to submit a progress report by January 31, 2027, and a final report by December 1, 2028.

Makes implementation contingent upon legislative appropriation and establishes the grant program as a pilot that expires January 1, 2029.
