Extends the sunset date for allowing associations of employers in the biomedical industry to offer large group health care service plans and health insurance policies to small group employer members from January 1, 2026, to January 1, 2030.

Requires the Department of Managed Health Care and Department of Insurance to each conduct analyses of the impacts on California's small employer health insurance market of health care service plans and health insurers issuing large group coverage to small employers through multiple employer welfare arrangements (MEWAs) and post reports on their websites by July 1, 2026.

Requires both departments to provide the Legislature's health policy committees with the most recent annual compliance filings from associations and MEWAs by June 30, 2026.

Maintains existing requirements that associations must be headquartered in California, established before March 23, 2010, cover at least 101 employees, and provide platinum-level coverage for biomedical industry employees and their dependents.

Exempts the state from local reimbursement obligations as the bill only extends the applicability of existing criminal penalties under the Knox-Keene Health Care Service Plan Act.
