Requires the State Department of Education to develop a statewide implementation plan for the California English Learner Roadmap Policy, which was adopted by the State Board of Education in 2017 to guide educational programs and services for English learners.

Mandates the department to convene an advisory committee including local educational agencies, teachers, parents of English learner pupils, and nonprofit organizations with EL Roadmap Policy implementation experience.

Requires the implementation plan to include clear and measurable statewide goals, alignment across state initiatives, guidance for local educational agencies, and a monitoring and accountability system.

Requires the department to submit the statewide implementation plan to the Legislature on or before November 1, 2026, and thereafter submit annual progress reports beginning January 1, 2027, identifying local educational agencies engaged in implementation.

Addresses the state's 1.1 million English learner pupils by converting the EL Roadmap Policy from a guidance document into a systematic approach to improve educational outcomes and close academic gaps.
