Amends Section 438 of the Streets and Highways Code to authorize the California Transportation Commission to relinquish all or a portion of State Route 138 within the City of Palmdale's jurisdiction to the city.

Relinquishment requires a determination by the commission that it is in the best interests of the state and an agreement between the Department of Transportation and the City of Palmdale.

The relinquished portion becomes effective upon the county recorder's recordation of the relinquishment resolution and shall cease to be a state highway.

The relinquished portion of State Route 138 is ineligible for future adoption under Section 81 of the Streets and Highways Code.
