Requires the State Air Resources Board to assess opportunities to reduce greenhouse gas emissions from industrial facilities' heat application equipment and processes as part of its scoping plan update on or after January 1, 2025.

Directs the assessment to evaluate cost-effectiveness of emission reductions by industrial subsector, strategies to reduce criteria air pollutants in under-resourced communities, and opportunities for electrification of industrial heat processes.

Requires the State Energy Resources Conservation and Development Commission to evaluate electrification opportunities for industrial heat processes by July 1, 2026, including analysis of fuel-switching technologies like industrial heat pumps and thermal energy storage devices.

Mandates the State Air Resources Board incorporate the Commission's evaluation into its assessment and identify potential emission reductions from the Commission's recommendations.

Applies to Manufacturing Sector Code 31-33 under the North American Industry Classification System, excluding petroleum and coal products manufacturing.
