Establishes a streamlined, ministerial approval process for community clinics licensed under Health and Safety Code Section 1204 that provide reproductive health services, making them permitted uses in zones where office, retail, health care, or parking are principally permitted.

Requires local agencies to approve or deny applications within 60 calendar days based on eight objective planning standards, including compliance with California Building Standards Code, local design review standards, and restrictions on demolition of historic structures or housing.

Exempts approved developments from California Environmental Quality Act (CEQA) review by declaring them non-"projects" under CEQA.

Authorizes development proponents to sue for enforcement and grants the Attorney General unconditional right to bring enforcement actions and intervene in suits against local agencies that violate the law.

Declares that reproductive freedom and access to reproductive health services are matters of statewide concern, applying the law to all cities including charter cities.
