Requires filing parties in all CEQA actions or proceedings to disclose their identity and interests, including all individuals, corporations, unions, attorneys, and others involved in the action or proceeding.

Authorizes courts to request additional information such as financial statements and testimony when a filing party has previously brought an action or proceeding concerning the same project and makes a subsequent filing.

Maintains existing CEQA provisions requiring courts to give preference to CEQA actions over other civil actions and requiring superior courts in counties with populations over 200,000 to designate judges with CEQA expertise.

Exempts the state from reimbursing local agencies and school districts for costs mandated by this act, as those entities have authority to levy service charges, fees, or assessments to cover the costs.
