Mandates the office facilitate partnerships between statewide, regional, and local transportation agencies to address inadequate public transportation and connect communities to food access including grocery stores, farmers markets, food banks, and community-supported agriculture.

Requires exploration of public transportation, food delivery systems, e-scooters, e-bicycles, protected sidewalks, and protected bicycle lanes as solutions to improve food access in local communities.

Adds requirement for the office to coordinate with school districts to assess access to school breakfast and lunch programs during academic calendar breaks and school closures.

Defines "food desert" as an area with limited access to affordable and nutritious food, particularly in lower income neighborhoods, and "food insecurity" as the lack of access to adequate food due to insufficient money or resources.
