Extends California College Promise fee waiver eligibility for an additional 2 academic years for students who matriculate into upper division coursework of a community college baccalaureate degree program.

Maintains existing 2-year fee waiver eligibility for first-time and returning community college students enrolled full-time who submit Free Application for Federal Student Aid or California Dream Act applications.

Allows Armed Forces members called to active duty to withdraw and resume participation without losing eligibility, with duty time not counting toward eligibility limits.

Requires the Chancellor's Office to submit a report by July 1, 2024, evaluating whether California College Promise funding is meeting legislative goals outlined in Section 76396.1.

Permits the Chancellor's Office to require annual reporting from community colleges on use of funds and to condition future funding on timely compliance reporting and demonstration of program requirements.
