Adds exception to prohibit the sale or consumption of alcoholic beverages at public schoolhouses by allowing alcohol at public community college stadiums with capacity of 19,000 or more people in the City of Bakersfield

Defines "events" for this exception to include sporting events or concerts sponsored by a public community college or other events sponsored by noncollege groups

Legislature finds that a special statute is necessary for Bakersfield College due to the unique operation of Memorial Stadium to hold large sporting and community events

Authorizes alcohol sales at the college campus to generate additional revenue for academic services at Bakersfield College
